Earl Howe Lets The Cat Out Of The Bag in House of Lords Debate on 16th May 2013.

It is now clear that Her Majesty’s Government, and its predecessors have, for decades, been practicing a policy of ‘selection against’ a minority section of the population, i.e. those burdened by the imposition of 1.6km rule which forces them to provide community pharmacies with their prescription income in order that they can be financially viable.

This is an anti-democratic and possibly illegal (under  the Human rights Act or other appropriate legislation) way of funding community pharmacies.  It is time a better and fairer way was found to achieve the objective and in so doing provide real ‘patient choice’ to those currently denied it.
